Turns out that Photos does pretty sophisticated library management; enough so that you're not duplicating space if you're migrating from iPhoto or Aperture. If you've migrated an existing iPhoto or Aperture photo library to Photos, Photos creates a brand new library structure but doesn't, in point of fact, duplicate your images. Instead it creates links to the original and preview versions of your images.

Added: After you delete the Photos Library from your Mac you can only access the photos in iCloud using the web interface and the Photos.app on the www.icloud.com page. You cannot access iCloud Photo Library using Photos on your Mac, unless you make a photos library on an external drive your System Photos Library.
When you're looking at your Photos library in the Finder, it includes all of your original images and previews. But the images exist only in one location on your hard drive, even if you have multiple photo libraries.

Yes, it is safe. That said, don't just delete all the contents of your cache folder without reason. It can be beneficial to clear out those taking up the significant space in your /Library/Caches/ if you need to free some up, but you really shouldn't clear any contents of your /System/Caches unless there is a problem.

After you migrate your iPhoto or Aperture library to Photos, you might feel tempted to delete your original iPhoto or Aperture library. Because the migrated library takes little additional space, you don't need to delete the original library.

So don't do it, even if you're tempted to.
You can still use your original photo library with iPhoto (version 9.6.1, as of this writing) and Aperture (version 3.6) after you've migrated it to Photos. Just bear in mind that any changes you make in iPhoto or Aperture will be resident only in those applications, not Photos. So if you make new image edits in Aperture or create a new iPhoto album, those will only appear in their respective apps, not Photos.

When importing photos from an iPhone, a camera, or a card, the Import panel in Photos, iPhoto, Aperture, and Image Capture offers an option to delete the items after import. This is very convenient, because we do not have to find the items on the device and to delete them there manually.

Be very cautious, when using this option. It is risky to delete the photos directly at the first import to the computer, sight unseen and before we made the first backup.
There have many photos been lost by 'Delete after import' - it is a disaster waiting to happen. Just browse this forum. Sometimes Photos will crash, if it running out of storage or similar, and the photos will have been deleted from the card, but the photos Library may not yet have been updated on the disk. No way to recover the photos.
Or, sometimes there is a problem with the cable causing transmission errors, and the imported photos may be unreadable. But with 'Delete after import' you will not be able to repeat the import, if it went wrong and you suddenly see gray bars across your photos or other kinds of JPEG corruption.
Seeing the thumbnails of your photos in the Import window is no proof, that the photos downloaded correctly to your Mac. The thumbnails are embedded in the original photos and you cannot tell from the thumbnails that the original image files will be readable. You cannot see the original image files during the import - you would be deleting the only copies of your photos from the device or the card.
It is essential to wait with deleting the photos from the card, until you have seen the photos enlarged, after they have been imported to the Photos Library, and you are sure, that the originals can be read.
